Bibi Netanyahu is a Criminal. The October 2023 Plan to Commit Genocide against Palestine

Introduction
This is a detailed and carefully documented (long) article pertaining to the Israeli government’s genocide against Palestine, which commenced in October 2023.
“Benjamin Netanyahu had received an “explicit warning” from President Sheikh Mohamed bin Zayed (UAE) that (the late) Hamas leader Yahya Sinwar “was planning a major operation” that could take place at any time.
According to Haaretz, “Netanyahu instructed his lawyers to file a libel suit against Haaretz and journalist Shlomi Eldar following revelations the UAE president warned him Hamas was planning a major attack.”

“Three days after on October 10, 2023, US Representative Michael McCaul, a member of the US Foreign Relations Committee, declared that Egypt had warned Netanyahu of the planned HAMAS attack
Clearly President Biden had to be aware of these warnings and discussed them with Netanyahu.”
With warnings coming from the UAE, Egypt and, no doubt, the US, Netanyahu,
(1) gave no warnings to Israeli communities along the border,
(2) granted significant holiday leave to IDF border forces and,
(3) allowed the NOVA Music Festival to be relocated to within three miles of the Gaza border just three days before the attack.
According to Haaretz:
“It is obvious that Netanyahu is guilty of gross mismanagement, however, the much broader, frightening, question must be asked:
Did Netanyahu set up the conditions to assure maximum [Israeli] civilian casualties in order to gain “justification” for his annihilation of Gaza?”
This was not “Negligence” on the part of Netanyahu. He had “Foreknowledge” of “His Own Plan” to Commit Genocide. His objective was the annihiliation of Gaza.
Was “Operation Al-Aqsa Storm” a “Surprise Attack”? Or was it “a False Flag”?
In the words of Philip Giraldi:
“As a former intelligence officer, I find it impossible to believe that Israel did not have multiple informants inside Gaza as well as electronic listening devices all along the border wall which would have picked up movements of groups and vehicles.
In other words, the whole thing might be a tissue of lies as is often the case.”
“A tissue of lies” has served to justify the killings in the Gaza Strip of civilians, of which 70% were women and children.
It was “a false flag” intent upon justifying a carefully planned genocidal attack against Palestine.
Did Netanyahu “ignore” all warnings?
This question borders on ridicule. It is fairly well established that elements within Hamas were intelligence assets coordinated by Israeli Intelligence.
Amply documented: Israeli Intelligence acting on behalf of the Netanyahu government had formulated a detailed Plan to commit genocide against the people of Palestine.
This plan was formulated in liaison with US Intelligence.
It took months to prepare. We do not have the exact date of its initial submission to the Netanyahu government (prior to Saturday, October 7, 2026).

The last phrase of the Minister of Intelligence is fundamental. It is not based on artificial intelligence.
It’s the so-called “Voluntary Emigration Plan,” namely Israel’s Ministry of Intelligence Memorandum which was released on October 13, 2023 and adopted by the Netanyahu Cabinet.
In all likelihood, the Ministry of Intelligence report –which in effect is an outright planning of genocide– was drafted several months before October 7, 2023.
The “secret” memorandum was not “classified.” It was made public in mid-October 2023 by the Ministry of Intelligence.
The name of the so-called Secret Memorandum was not “Voluntary Emigration,” quite the opposite.
It was entitled in October 2023 by the Minister of Intelligence Gilial Gamliel Demri:
“Israeli Intelligence Ministry Policy Paper (IIMPP) on Gaza’s Civilian Population”, October 2023, the stated objective of which was to:
“Expel All Palestinians from Gaza” under Option C.
The Plan to Commit Genocide
The so-called Israeli Intelligence Ministry Policy Paper (IIMPP) was directed against Gaza’s Civilian Population (IIMPP).
October 2023 was intent upon setting the stage for the conduct of the genocide.
The plan to “expel all Palestinians from Gaza” was known to Israel’s allies, including the U.S. and NATO. US Intelligence was routinely collaborating with Israel’s Ministry of Intelligence.
The Ministry of Intelligence headed by Gila Gamliel Demri (2023-2024) was also responsible for planning a false flag operation with a view to presenting the Palestinians as the aggressors, for having attacked Israel.
The act of Israeli Intelligence using artificial intelligence as a means to producing the short video entitled “What Will Gaza Look Like in the Future” is part and parcel of the IIMPP Memorandum, which consists in expelling Palestinians from their homeland and portraying Gaza as beautiful future “It’s Us or Them.”
It’s a grotesque AI simulation. It’s propaganda to the nth degree, it’s a criminal undertaking which serves to provide a human face to Option C.
Under Option C of the IIMPP Memorandum, the stated objective is “expel all Palestinians from Gaza.”
Of significance, the IIMPP Memorandum was made public in late October following its submission to the Netanyahu government. It was totally ignored by the mainstream media. It was also ignored by the United Nations and the International Court of Justice.
Global Research received this important document in mid-October 2023.
It should be understood that Israel’s [so-called] “Secret” Intelligence Memorandum (which was made public) was no doubt accompanied by numerous classified memoranda pertaining to different operations in the conduct of the genocide including e.g., the “mass famine agenda” and the “calculated mass killing.”
The official “secret” memorandum authored by Israel’s Ministry of Intelligence had recommended the forcible and permanent transfer of the Gaza Strip’s 2.2 million Palestinian residents to Egypt’s Sinai Peninsula, namely to a refugee camp in Egyptian territory. This was by no means “voluntary.”
There are indications of Israel-Egypt negotiations as well as consultations with the U.S.
The 10-page document, dated Oct. 13, 2023, which bears the logo of the Intelligence Ministry,
“… assesses three options regarding the future of the Palestinians in the Gaza Strip …
It recommends a full population transfer as its preferred course of action. … “
The document, whose authenticity was confirmed by Israel’s Ministry of Intelligence, was translated into English in full on +972 (10 pages).

The existence of the document does not necessarily indicate that its recommendations are being considered by Israel’s defense establishment.
Despite its name, the Intelligence Ministry is not directly responsible for any intelligence body, but rather independently prepares studies and policy papers that are distributed to the Israeli government and security agencies for review, but are not binding. The ministry’s annual budget is NIS 25 million and its influence is considered relatively small.

Netanyahu Cabinet Adopts “Option C”: “Evacuation of the Civilian Population from Gaza to Sinai”
I should mention that in October 2023 when the “secret” Memorandum was released, we were not aware that Option C had been adopted by the Netanyahu Cabinet.
Below are the main concepts of Option C which define planned actions as formulated at the outset in October 2023 (emphasis added).
Operational
1. A call for the evacuation of the non-combatant population from the combat zone of the Hamas attack.
2. In the first stage, operations from the air with a focus on the north of Gaza to allow a ground invasion in an area that is already evacuated and does not require fighting in a densely populated civilian area.
3. In the second stage, a gradual ground invasion of the territory in the north and along the border until the occupation of the entire Strip and cleansing of the underground bunkers of Hamas fighters.
4. The ground invasion stage will be less time-consuming compared to options A and B and therefore will reduce the exposure time to opening the northern front simultaneously with the fighting in Gaza.
5. It is important to leave the travel routes to the south open to enable the evacuation of the civilian population toward Rafah.
International/legal legitimacy
In our assessment, post-evacuation combat is likely to result in fewer casualties among the civilian population compared to the expected casualties if the population remains (as presented in options A and B).
a. This is a defensive war against a terrorist organization that conducted a military invasion into Israel. [false flag justification]
b. The demand for the evacuation of the non-combatant population from the area is a widely accepted method that saves lives, and it was the approach used by the Americans in Iraq in 2003.
c. Egypt has an obligation under international law to allow the passage of the population.
6. Israel must act to promote a broad diplomatic initiative aimed at countries that will support assisting the displaced population and agree to absorb them as refugees.
7. A list of countries that are suitable for this initiative can be found in Appendix A to this document.
8. In the long run, this option will gain broader legitimacy because it involves a population that will be integrated within a state framework with citizenship.
Option C – The option that will yield positive, long-term strategic outcomes for Israel, and is an executable option.
It requires determination from the political echelon in the face of international pressure, with an emphasis on harnessing the support of the United States and additional pro-Israeli countries for the endeavor.
At first glance, this option, involving significant population displacement, may present challenges in terms of international legitimacy.

“Intelligence Assets” Inside Hamas is Confirmed by Netanyahu
We should distinguish between Hamas as a government and political entity committed to Palestine as a nation-state, and elements within Hamas which are controlled or bribed by Israeli Intelligence acting on behalf of Netanyahu government.
Support” and “Money” for Intelligence Assets Inside Hamas
“Anyone who wants to thwart the establishment of a Palestinian state has to support bolstering Hamas and transferring money to Hamas,” he [Netanyahu] told a meeting of his Likud party’s Knesset members in March 2019. “This is part of our strategy – to isolate the Palestinians in Gaza from the Palestinians in the West Bank.” (Haaretz, October 9, 2023, emphasis added)
Does this statement not suggest that Netanyahu and his military-intelligence apparatus are responsible for the killings of innocent Israeli civilians?
“Transferring money to Hamas” on behalf of Netanyahu is confirmed by a Times of Israel October 8, 2023 report:
“Hamas was treated as a partner to the detriment of the Palestinian Authority to prevent Abbas from moving towards creating a Palestinian State. Hamas was promoted from a terrorist group to an organization with which Israel conducted negotiations through Egypt, and which was allowed to receive suitcases containing millions of dollars from Qatar through the Gaza crossings.” (emphasis added)
According to Dr. Philip Giraldi:
“Netanyahu-allied government minister Ayelet Shaked memorably has called for Israel not only to exterminate all Palestinian children, whom she has described as “little snakes,” but also to kill their mothers who gave birth to them.
But when the Arabs strike back against the hatred that confronts them with their limited resources it is Israel that is described as the victim and the Palestinians who are dehumanized and portrayed as the “terrorists.”
Media in the US and Europe were quick to label the Hamas offensive breaching the formidable Israeli border defenses as “Israel’s 9/11” or even “Israel’s Pearl Harbor” to establish the context that the Israelis have been on the receiving end of an “unprovoked” attack by a cruel and heartless enemy.”
“Calculated Mass Killing” of Palestinians: NAZA
“According to the Venice Film Festival’s synopsis, NAZA explores what it describes as the mechanisms behind Israel’s “calculated mass killing” of Palestinian civilians in the Gaza Strip, featuring testimony from Israeli military intelligence officers and soldiers.”
The documentary premiered at the Venice Film Festival on 10 September 2026 was awarded the Special Jury Prize on Saturday 12 September 2026.

Netanyahu and the 2001 Planning of Genocide
Netanyahu has been “planning” a genocide directed against the People of Palestine for the last 25 years.
The real (and deceitful) face of Benjamin Netanyahu was filmed secretly in 2001, during Bibi’s visit to the home of a Jewish family in the settlement of Ofra in the Northern occupied West Bank.

Secret 2001 Video Reveals Netanyahu’s Intent to Commit Genocide
The video was filmed secretly in 2001, released and made public in 2010.
