• Signatories: The fatwas were issued by high-ranking Iranian Shiite clerics, specifically Grand Ayatollah Naser Makarem Shirazi and Grand Ayatollah Hossein Nouri-Hamedani, following military escalations between the U.S./Israel and Iran in mid-2025.
• Nature of the Decrees: The decrees labeled Trump a mohareb (one who wages war against God), a designation under Iranian law that can carry the death penalty.
• Scope: The fatwas were issued in response to threats against Iranian Supreme Leader Ali Khamenei and called on Muslims worldwide to ensure enforcement.
• Context: Thefatwas were part of a broader reaction by the Iranian clerical establishment to a 12-day war in June 2025 that involved attacks on Iranian nuclear facilities.
• Official Response: Iranian President Masoud Pezeshkian later attempted to distance the Iranian government from these specific decrees in an interview with Tucker Carlson, arguing they were “scholarly views” and not direct orders to kill. 

These 2025 actions are distinct from, but similar to, intense threats against Trump following the 2020 death of IRGC Qods Force commander Qassem Soleimani.
