Is Trump really trolling Mike Rogers, the “Worst Deep State candidate” and “Never Trumper”, or was he ordered to nominate him FBI director?

Honestly, after the unmitigated disaster known
as “Chris Wray” , why would Trump appoint an
even bigger catastrophe in the person of Mike Rogers?!?!?
