Universities Vie for NIH Funding"},"content":{"rendered":"<p><!--more-->Renee Parsons<\/p>\n<p class=\"p1\"><span class=\"s1\">As House Republicans revolted against Speaker Johnson\u2019s new 1500 page Continuing Resolution with a potential shut down of the Federal Government, the ensuing debate could not help but recall pertinent elements within the <a href=\"https:\/\/www.americanrhetoric.com\/speeches\/PDFFiles\/Dwight%2520D.%2520Eisenhower%2520-%2520Farewell%2520Address.pdf#:~:text=This%2520evening%252C%2520I%2520come%2520to%2520you%2520with%2520a,and%2520all%2520who%2520will%2520labor%2520with%2520him%252C%2520Godspeed.\"><span class=\"s2\">Farewell Address<\/span><\/a> by retiring US President David Eisenhower in January, 1961 as he prepared to hand over the White House to newly elected President John F. Kennedy.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While some of this may be familiar, what is startling is the depth of insights and discernment that Eisenhower expressed evoking specific warnings that have proven to be more than just astute but eerily prophetic and worth reading the entire document. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Here are a few brief essential declarations:<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201c<i>In the councils of Government, we must guard against the acquisition of unwarranted<span class=\"Apple-converted-space\">\u00a0 <\/span>influence, sought or unsought by the military industrial complex. The potential for disaster rise of misplaced power exists and will persist.\u201d<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>\u201cA vital element in keeping the peace is our military establishment. Our military today bears little relationship to any of my known predecessors in peacetime. Until the latest of our armed conflicts<\/i><b><i>, the United States had no armed industry. We have been compelled to create a vast military industry of vast proportions.<\/i><\/b><i><span class=\"Apple-converted-space\">\u00a0 <\/span>Added to this, <\/i><b><i>three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security alone more than the net income of all United States corporations<\/i><\/b><i>.<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>Now this conjunction of an immense military establishment and a large arms industry is new in the American experience.<\/i> <i>Yet, <\/i><b><i>we must not fail to comprehend its grave implications<\/i><\/b><i>.<\/i> <i>We should take nothing for granted. <\/i><b><i>Only an alert and knowledgeable citizenry can compel the proper military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together<\/i><\/b><i>.<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>Akin to and largely responsible for our sweeping military posture has been the <\/i><b><i>technological revolution<\/i><\/b><i> during recent decades. In this revolution, research has become central; it also becomes more formalized, complex and costly.<span class=\"Apple-converted-space\">\u00a0 <\/span><\/i><b><i>A steadily increasing share is conducted by, for or at the direction of the Federal Government\u2026<\/i><\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b><i>Today the solitary inventor, tinkering in his shop, has been overshadowed by task force of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research.<span class=\"Apple-converted-space\">\u00a0<\/span><\/i><\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>Partly because of the huge costs involved, a government contract becomes virtually a steadily increasing share has been directed by, for and at the direction of the Federal government,a substitute for intellectual curiosity,\u2026.<\/i> <b><i>The prospect of domination of the nation&#8217;s scholars by Federal employment, project allocations, and the power of money is ever present &#8212; and is gravely to be regarded \u2026we must also be alert to the danger that public policy could itself become the captive of a scientific technological elite<\/i><\/b><i>. \u201c<\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cIt is the <b>task of statesmanship<\/b> to mold, to balance and to integrate these and other forces, new and old, <b>within the principles of our democratic system- ever aiming toward the supreme goals of our free society<\/b>.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> ***<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Without a formal House debate or a majority of the House having not read and understood its contents, the massive CR created $130 billion of new spending leaving a $2 Trillion shortfall as the debate threatened a government shutdown until Donald Trump was inaugurated on January 20<\/span><span class=\"s3\"><sup>th.<\/sup><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Upon scrutiny, the proposed CR included funding for a surprise salary increase ($174K to $243K) for Members of Congress as well as equally alarming language for the HHS Secretary to establish a series of new bioweapon labs:<\/span><\/p>\n<p class=\"p2\"><span class=\"s4\"><i>\u201cSec. 629 <\/i><a href=\"https:\/\/www.niaid.nih.gov\/research\/national-and-regional-biocontainment-research-facilities\"><span class=\"s2\"><i>Regional Biocontainment Research Laboratories<\/i><\/span><\/a><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><i>\u201c\u2026.shall make awards to establish or maintain, as applicable, <\/i><b><i>not fewer<\/i><\/b><i> than twelve regional biocontainment laboratories for the purpose of \u2013 (1) conduct biomedical research to support public health and medical preparedness for rapid response to biological agents including emergency infectious diseases;\u201d <span class=\"Apple-converted-space\">\u00a0<\/span><\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In other words, all of those<i> \u2018not fewer than twelve\u2019 <\/i>bio labs were going to be on the campus of American universities.<i><span class=\"Apple-converted-space\">\u00a0<\/span><\/i><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sec. 629 as part of the CR also contained the \u201c<i>Pandemic and All-Hazards Preparedness and Response Act<\/i>\u201d which was buried deep within Title VI of the CR. <span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/2333\/text\/is\"><span class=\"s2\">S 2333<\/span><\/a> was introduced in the Senate in July, 2023 by now-former Senator Robert Casey (Pa.) but was never adopted.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p2\"><span class=\"s4\">There are currently thirteen (RBL) \u2018regional biocontainment laboratories\u2019 located at <a href=\"https:\/\/www.niaid.nih.gov\/research\/rocky-mountain-regional-biocontainment-laboratory-colorado-state-university\"><span class=\"s2\">Colorado State University<\/span><\/a>, <a href=\"https:\/\/www.niaid.nih.gov\/research\/george-mason-regional-biocontainment-lab-new\"><span class=\"s2\">George Mason University<\/span><\/a>, <a href=\"https:\/\/www.niaid.nih.gov\/research\/duke-regional-biocontainment-lab-new\"><span class=\"s2\">Duke University<\/span><\/a>, <a href=\"https:\/\/rutgershealth.org\/strategic-plan\"><span class=\"s2\">Rutgers University<\/span><\/a>, <a href=\"https:\/\/vet.tufts.edu\/tufts-new-england-regional-biosafety-laboratory\"><span class=\"s2\">Tufts University<\/span><\/a>, <a href=\"https:\/\/tnprc.tulane.edu\/regional-biocontainment-laboratory\"><span class=\"s2\">Tulane University<\/span><\/a>, <a href=\"https:\/\/www.niaid.nih.gov\/research\/alabama-regional-biocontainment-lab-new\"><span class=\"s2\">U. of Alabama<\/span><\/a>, <a href=\"https:\/\/htrl.uchicago.edu\/\"><span class=\"s2\">U. of Chicago<\/span><\/a>, <a href=\"https:\/\/louisville.edu\/predictivemedicine\/about\/regional-biocontainment-lab\/\"><span class=\"s2\">U of Louisville<\/span><\/a>, <a href=\"https:\/\/research.missouri.edu\/laboratory-for-infectious-disease-research\"><span class=\"s2\">U. of Missouri<\/span><\/a>, <a href=\"https:\/\/www.niaid.nih.gov\/research\/university-texas-national-biocontainment-laboratory-new\"><span class=\"s2\">U. of Texas<\/span><\/a>, <a href=\"https:\/\/www.cvr.pitt.edu\/facilities\/regional-biocontainment-laboratory\"><span class=\"s2\">U. of Pittsburgh<\/span><\/a>, and <a href=\"https:\/\/www.bing.com\/search?q=U.+of+Tennessee+rbl&amp;form=WSBEDG&amp;qs=SW&amp;cvid=1bc46ded026449fcb27a780dc6316e4e&amp;pq=U.+of+Tennessee+rbl&amp;cc=US&amp;setlang=en-US&amp;PC=ASTS&amp;nclid=D498C60F09A80CE33EAD611C75548381&amp;ts=1734905588292&amp;wsso=Moderate\"><span class=\"s2\">U. of Tennessee<\/span><\/a>. <span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">There are two (NBL) \u2018national biocontainment laboratories\u2019 located at <a href=\"https:\/\/www.niaid.nih.gov\/research\/boston-u-national-biocontainment-lab-new\"><span class=\"s2\">Boston University<\/span><\/a> and the <a href=\"https:\/\/www.niaid.nih.gov\/research\/university-texas-national-biocontainment-laboratory-new\"><span class=\"s2\">University of Texas<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">All fifteen biocontainment laboratories are known for work on \u2018<i>emerging<\/i>\u2019 infectious disease which may indicate the presence of the controversial gain-of-function trials since it is difficult to understand how \u2018<i>emerging<\/i>\u2019 disease does not require or benefit from the gain-of-function tests. <span class=\"Apple-converted-space\">\u00a0 <\/span>All biocontainment laboratories are located at leading US universities as all receive substantial annual funding by the <a href=\"https:\/\/www.niaid.nih.gov\/research\/national-and-regional-biocontainment-research-facilities\"><span class=\"s2\">NIAID<\/span><\/a>to be equipped with state of the art and an ability to perform gain of function<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> ***<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">It might be easy to overlook the Rocky Mountain Laboratories located in rural Hamilton, Montana until reading Biolab of the Month prepared by the <a href=\"https:\/\/thetenpennyreport.com\/a-biolab-in-montana\/\"><span class=\"s2\">Tenpenny Report<\/span><\/a>.<span class=\"Apple-converted-space\">\u00a0 <\/span>Funded by NIAID which has been long time association with Dr. Anthony Fauci, the RML has 36 acres with thirty buildings and 450 employees.<span class=\"Apple-converted-space\">\u00a0 <\/span>RML was first of its kind, since 2008, to have all four BSL states in one building.<span class=\"Apple-converted-space\">\u00a0 <\/span>A <a href=\"https:\/\/microbenotes.com\/biosafety-levels\/\"><span class=\"s2\">biosafety level<\/span><\/a> is based on the level of risk associated with handling of micro-organisms and available facilities<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In 2019, RML was one of the first to receive a novel <a href=\"https:\/\/newstalkkgvo.com\/hamiltons-rocky-mountain-lab-studying-coronavirus\/\"><span class=\"s2\">Covidvirus sample<\/span><\/a> to study before it was a full fledged pandemic.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><span class=\"Apple-converted-space\">\u00a0<\/span>It was not RML\u2019s first exposure to Covid when in 2018 a researcher from Wuhan visited RML to conduct \u2018<i>potentially risky research.\u2019<\/i><span class=\"Apple-converted-space\">\u00a0 <\/span>In 2022, Eco Health Alliance which has been banished from the NIH was named a partner in cross transmission regarding coronavirus.<span class=\"Apple-converted-space\">\u00a0 <\/span><a href=\"https:\/\/www.niaid.nih.gov\/about\/anthony-s-fauci-md\"><span class=\"s2\">Dr. Anthony Fauci<\/span><\/a> as NIAID Director<span class=\"Apple-converted-space\">\u00a0 <\/span>since 1984.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As a result, Congress has inquired about what other pathogens the lab is working on, whether gain of function research is being used to enhance infection potential and past security breaches.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"> ***<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The National Institute of Health was originally founded in 1887 as the Hygienic Laboratory to study bacteria.<span class=\"Apple-converted-space\">\u00a0 <\/span>Today the NIH is responsible for biomedical and public health with an annual research allocation budget of $47 Billion and over 18,000 employees.<span class=\"Apple-converted-space\">\u00a0 <\/span>The NIH biomedical practice refers to western or mainstream medicine stressing standardized, evidence-based treatments validated through biological research with treatment administered by formally trained licensed practitioners.<span class=\"Apple-converted-space\">\u00a0 <\/span>Today the NIH promotes fluoride to fight tooth decade and lithium to treat bipolar disorder in addition to vaccines.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">NIH is part of the Department of Health and Human Services which received $144 Billion in discretionary funding and $1.7 Trillion in mandatory funding in 2024 with over 10,000 employees and an average salary of $123,000.<span class=\"Apple-converted-space\">\u00a0 <\/span>As of 2023, nineteen organizations received at least $500 Million in NIH funding with Johns Hopkins leading all US universities for total NIH funding of over $840 million in awards.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Of the top fifty universities receiving annual NIH research grants, the majority are in New York and California with 24 other Democrat states receiving the majority of research funding:<span class=\"Apple-converted-space\">\u00a0 <\/span>Illinois, Pennsylvania, Massachusetts, Washington state, New Jersey, Maryland, Minnesota, Wisconsin as funding levels have shifted little since <a href=\"https:\/\/www.genengnews.com\/a-lists\/top-50-nih-funded-institutions-of-2022\/\"><span class=\"s2\">2021<\/span><\/a> to <a href=\"https:\/\/www.genengnews.com\/industry-news\/top-50-nih-funded-institutions-of-2024\/\"><span class=\"s2\">2024<\/span><\/a> with four states receiving the bulk of funding.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In 2023, the perennial John Hopkins University won top funding spot with $842 Billion as the following <a href=\"https:\/\/www.forbes.com\/sites\/michaeltnietzel\/2024\/02\/10\/top-20-universities-for-nih-funding-johns-hopkins-ranks-first-again\/\"><span class=\"s2\">top twen<\/span><\/a>ty universities were not far behind. In addition, three non-university institutions received substantial NIH grants:<span class=\"Apple-converted-space\">\u00a0 <\/span>Leidos Biomedical Research at $866 Billion,<span class=\"Apple-converted-space\">\u00a0 <\/span>Massachusetts General Hospital at $675 Billion and Research Triangle Institute at $550 Billion.<span class=\"Apple-converted-space\">\u00a0 <\/span>It would be good to acknowledge that these nine figure funding awards are on a yearly basis; many of the same universities will return next year for their annual \u2018endowment.\u201d<\/span><\/p>\n<hr \/>\n<p class=\"p3\"><span class=\"s1\"><i>Renee Parsons\u00a0served on the ACLU\u2019s Florida State Board of Directors and as president of the ACLU Treasure Coast Chapter.
