He\u2019s a patrimonialist.<\/p>\n<p>The past 24\u00a0hours make a convincing case for Rauch\u2019s term.<\/p>\n<p>On April 28, <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/fcc-direct-disney-owned-tv-stations-file-early-license-renewals-source-rcna342507\" target=\"_blank\" rel=\"noopener\">NBC News reported that<\/a> the Federal Communications Commission <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DA-26-416A1.pdf\" target=\"_blank\" rel=\"noopener\">ordered<\/a> Disney to file its broadcast license renewals ahead of schedule.\u00a0This seemingly stemmed from a joke made last week by late-night comedian Jimmy Kimmel on ABC (which Disney owns) that landed <a href=\"https:\/\/x.com\/FLOTUS\/status\/2048769128513585618?s=20\" target=\"_blank\" rel=\"noopener\">poorly<\/a> with first lady Melania Trump (\u201cHis monologue about my family isn\u2019t comedy; his words are corrosive and deepen the political sickness within America. People like Kimmel shouldn\u2019t have the opportunity to enter our homes each evening to spread hate.\u201d) Trump joined his wife, <a href=\"https:\/\/www.nytimes.com\/2026\/04\/27\/us\/politics\/trump-jimmy-kimmel-abc-widow-joke.html\" target=\"_blank\" rel=\"noopener\">posting<\/a>, \u201cJimmy Kimmel should be immediately fired by Disney and ABC.\u201d<\/p>\n<p>Reasonable people can disagree if Kimmel\u2019s joke was funny. No reasonable person could say the <a href=\"https:\/\/www.bbc.com\/news\/videos\/c62d4n5rzr7o\" target=\"_blank\" rel=\"noopener\">joke<\/a> incited violence or was terribly unusual for late-night comedy.<\/p>\n<p>But Trump, a patrimonialist, is directing the federal government to punish the comedian and the company that gave offense to his wife.<\/p>\n<p>Similarly, and at almost the exact same time, CNN reported that the DOJ had <a href=\"https:\/\/www.cnn.com\/2026\/04\/28\/politics\/justice-department-indicts-ex-fbi-director-james-comey-again\" target=\"_blank\" rel=\"noopener\">indicted<\/a> former FBI Director James Comey for his seashell rendition of \u201c86 47\u201d from May 2025. At the time, I, and presumably many others, had to learn that to \u201c86\u201d something means to get rid of it. Trump, Kash Patel, and Kristi Noem <a href=\"https:\/\/fortune.com\/2025\/05\/16\/former-fbi-head-comey-investigated-secret-service-picture-seashells-violence-trump\/\" target=\"_blank\" rel=\"noopener\">interpreted<\/a> Comey\u2019s post to be a threat of physical violence toward the president, and they promptly sent federal law enforcement to investigate Comey.<\/p>\n<p>Nevermind that Comey had deleted the post. Nevermind that Comey had apologized. Nevermind that Comey said he hadn\u2019t intended to issue a threat. Nevermind that thousands of people every day talk about \u201cgetting rid of\u201d certain politicians. And never mind that some of Trump\u2019s own high-profile supporters previously <a href=\"https:\/\/x.com\/harryjsisson\/status\/2049200509953687958?s=20\" target=\"_blank\" rel=\"noopener\">wanted<\/a> to \u201c86 46\u201d when Joe Biden was president.<\/p>\n<p>Again, Trump sees the federal government as a vehicle for achieving his own interests. The Eastern District of Virginia previously failed to successfully ruin Comey\u2019s life on a previous criminal charge. Now the government is trying again. And in doing so, it produced an <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.nced.227449\/gov.uscourts.nced.227449.1.0_2.pdf\">indictment<\/a> that I\u2019d be hard pressed to read out loud without laughing:<\/p>\n<blockquote><p>the defendant, JAMES BRIEN COMEY JR, did knowingly and willfully make a threat to take the life of, and to inflict bodily harm upon, the President of the United States, in that he publicly posted a photograph on the internet social media site Instagram which depicted seashells arranged in a pattern making out \u201886 47\u2019, which a reasonable recipient who is familiar with the circumstances would interpret as a serious expression of an intent to do harm to the President of the United States.<\/p><\/blockquote>\n<p>Least seriously, but most symbolically, in the same 24-hour period, <em>The Bulwark<\/em> <a href=\"https:\/\/www.thebulwark.com\/p\/exclusive-state-dept-finalizing-plan\" target=\"_blank\" rel=\"noopener\">revealed<\/a> that the State Department plans to include a picture of Trump in new US passports. Instead of being greeted by a flag, or the US Constitution, the inside flap of the new passport will feature a menacing scowl of Trump\u2014the alpha and omega of American governance and identity.<\/p>\n<p>Trump is by no means the first politician to act for private gain. Private use of governmental power is a concept so ancient, so storied that nobody said, \u201cthat wouldn\u2019t possibly happen!\u201d when the king in Mel Brooks\u2019s \u201c<a href=\"https:\/\/www.imdb.com\/title\/tt0082517\/\">History of the World Part I<\/a>\u201d regularly used his governing authority for \u2026 personal indulgences \u2026 (\u201cIt\u2019s good to be the king!\u201d)<\/p>\n<p>Nixon had an \u201c<a href=\"https:\/\/exhibits.lib.unc.edu\/exhibits\/show\/watergate\/nixon-s-enemies-list\">enemies list<\/a>\u201d that he harassed with the FBI and IRS. The link between IRS investigations and Obama\u2019s political enemies was <a href=\"https:\/\/www.npr.org\/2017\/10\/27\/560308997\/irs-apologizes-for-aggressive-scrutiny-of-conservative-groups\">less direct<\/a>, but it certainly seemed suspicious. Ron DeSantis moved to <a href=\"https:\/\/www.npr.org\/2024\/03\/28\/1241296687\/florida-governor-ron-desantis-disney-legal-battle-settled\">strip<\/a> Disney of special district privileges after a political spat. Huey Long was so bold that he even celebrated his effectiveness at using government as a tool for punishing personal enemies. And Truman used stationery from the White House to <a href=\"https:\/\/www.trumanlibrary.gov\/education\/trivia\/letter-truman-defends-daughter-singing\">threaten<\/a> the journalist who criticized Margaret Truman\u2019s (Truman\u2019s daughter) singing performance (\u201cSome day I hope to meet you. When that happens, you\u2019ll need a new nose, a lot of beefsteak for black eyes, and perhaps a supporter below!\u201d).<\/p>\n<figure class=\"align-right filter-caption figure responsive-embed-no-margin-wrapper\">\n<div class=\"figure__media border--info--no-bottom\">\n<div class=\"embedded-entity\" data-embed-button=\"image\" data-entity-embed-display=\"view_mode:media.blog_post\" data-entity-embed-display-settings=\"[]\" data-entity-type=\"media\" data-entity-uuid=\"44d9b6a3-a563-4a1e-aa81-01f5625713ab\" data-langcode=\"en\">\n<div style=\"width: 260px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"image-style-pubs-2x component-image\" src=\"https:\/\/www.cato.org\/sites\/cato.org\/files\/styles\/pubs_2x\/public\/2026-04\/Allan_Ramsay_-_King_George_III_in_coronation_robes_-_Google_Art_Project.jpg?itok=Ko0duXmY\" alt=\"King George III\" width=\"250\" height=\"391\" \/><p class=\"wp-caption-text\">King George III<\/p><\/div>\n<\/div>\n<\/div><figcaption class=\"figure__caption\">\n<div class=\"caption p-mb-last-child-0 callout text-bg-info\"><\/div>\n<\/figcaption><\/figure>\n<p>What\u2019s different today is, first, the scope. This week it\u2019s Trump\u2019s face on the US passport. Previously, it was his face outside the Department of Labor. Or the Department of Justice. Or his name on the Kennedy Center. Or this week, it\u2019s using law enforcement to punish Jimmy Kimmel. Previously, it was using the pardon power to exonerate a cryptocurrency criminal who had <a href=\"https:\/\/www.cbsnews.com\/news\/trump-pardon-of-crypto-billionaire-sparks-concerns-over-use-of-pardon-power-60-minutes-transcript\/\">enriched<\/a> the Trump family.<\/p>\n<p>It\u2019s also different today because Congress\u2014the branch of government that could effectively check Trump\u2014has zero interest in exercising any constraining authority.<\/p>\n<p>Accordingly, Trump is allowed to use the federal government as he did with many other private businesses he ran throughout his life. He used those private businesses to make money, give friends jobs, and, yes, to boldly thrust his name into your face.<\/p>\n<p>Now he\u2019s doing so with the federal government.<\/p>\n<p>And wouldn\u2019t you know it, today the office White House X account <a href=\"https:\/\/x.com\/WhiteHouse\/status\/2049208884280062270?s=20\">posted<\/a> a picture of Trump with King Charles of England and wrote \u201cTWO KINGS.\u201d<\/p>\n<p>America has no king.
