{"id":22223,"date":"2025-06-12T08:47:12","date_gmt":"2025-06-12T12:47:12","guid":{"rendered":"https:\/\/stateofthenation.info\/?p=22223"},"modified":"2025-06-12T08:47:12","modified_gmt":"2025-06-12T12:47:12","slug":"chirla-who-is-funding-the-anti-ice-activists-in-la","status":"publish","type":"post","link":"https:\/\/stateofthenation.info\/?p=22223","title":{"rendered":"<h2><b>CHIRLA: <i>Who is funding the anti-ICE activists in LA?<\/i><\/b><\/h2>"},"content":{"rendered":"<p>The various Democratic-aligned groups helping to fuel the anti-<a title=\"\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ice\/\" target=\"_blank\" rel=\"noopener\">Immigration and Customs Enforcement<\/a> uprising in Los Angeles are well funded and part of a coordinated operation despite organizers\u2019 efforts to make them appear spontaneous and grassroots.<\/p>\n<p>The Coalition for Humane Immigrant Rights of Los Angeles, one of the activist organizers at the center of the Los Angeles protests, received millions in taxpayer dollars through government grants, including federal funding for immigration assistance services, a <em>Washington Examiner<\/em> review found.<\/p>\n<div class=\"article-paywall\">\n<p>Formed in 1986, CHIRLA is a 501(c)(3) legal services provider helping illegal immigrants, including those convicted of crimes, avoid deportation.<\/p>\n<p>CHIRLA informed criminally convicted immigrants of California\u2019s\u00a0Proposition 47, which downgraded and resentenced certain crimes.\u00a0Under this 2014 state statute, felonies involving drug possession, fraud, and theft were classified as misdemeanors instead.<\/p>\n<p>\u201cProp 47 could help clean your criminal record,\u201d <a title=\"\" href=\"https:\/\/web.archive.org\/web\/20170402150048\/https:\/\/chirla.org\/sites\/default\/files\/prop%2047%20eng_Updated.pdf\" target=\"_blank\" rel=\"noopener\">CHIRLA previously advertised<\/a>, noting that noncitizens with criminal convictions may be deported.<\/p>\n<p>According to <a title=\"\" href=\"https:\/\/projects.propublica.org\/nonprofits\/organizations\/954421521\/202441319349305374\/full\" target=\"_blank\" rel=\"noopener\">CHIRLA\u2019s tax filing<\/a> for fiscal 2023, the charity reported receiving approximately $34 million in government grants that year, up from $12.4 million in grant money <a title=\"\" href=\"https:\/\/apps.irs.gov\/pub\/epostcard\/cor\/954421521_202206_990_2023060921421213.pdf\" target=\"_blank\" rel=\"noopener\">in 2022<\/a>.<\/p>\n<p>Grant records show the Department of Homeland Security, the federal agency CHIRLA is protesting, has awarded the anti-deportation group with <a title=\"\" href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_23CICET00327_7003\" target=\"_blank\" rel=\"noopener\">several<\/a> <a title=\"\" href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_22CICET00277_7003\" target=\"_blank\" rel=\"noopener\">six-figure<\/a> <a title=\"\" href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_21CICET00204_7003\" target=\"_blank\" rel=\"noopener\">grants<\/a> <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_2014CS010000034_7051\">since 2014<\/a> as part of <a title=\"\" href=\"https:\/\/www.uscis.gov\/citizenship-resource-center\/grant-program-impact\" target=\"_blank\" rel=\"noopener\">a citizenship and assimilation program<\/a> that financially supports organizations \u201cactively working to remove barriers to naturalization.\u201d Categorized under \u201cCitizenship Education and Training,\u201d the DHS grants totaling $1.2 million to CHIRLA were earmarked for \u201ccitizenship instruction and naturalization application services.\u201d<\/p>\n<p>On X, <a title=\"\" href=\"https:\/\/x.com\/TriciaOhio\/status\/1931797589961453972\" target=\"_blank\" rel=\"noopener\">a DHS spokeswoman said<\/a> the Trump administration cut off CHIRLA\u2019s federal funding in March, including nixing nearly $101,100 remaining of <a title=\"\" href=\"https:\/\/www.uscis.gov\/citizenship-resource-center\/civic-assimilation\/learn-about-the-citizenship-and-assimilation-grant-program\/fy-2023-grant-recipients\" target=\"_blank\" rel=\"noopener\">a two-year, $450,000 grant<\/a> yet to be paid out. According to a termination letter addressed to CHIRLA, the DHS determined that \u201cthe scope of work performed under this award no longer effectuates the program goals and the Department\u2019s priorities.\u201d CHIRLA was accordingly instructed to cease all federally funded activities carried out under the auspices of the award.<\/p>\n<p>CHIRLA has also received a significant amount of taxpayer funding from the state of California, according to a <em>Washington Examiner<\/em> review of statewide grant records. <a title=\"\" href=\"https:\/\/data.ca.gov\/dataset\/california-grants-portal-grant-awards-2023-2024\/resource\/018f3523-652d-4197-a4a8-a055bfd1544f\" target=\"_blank\" rel=\"noopener\">In 2023<\/a>, the state\u2019s Department of Social Services awarded CHIRLA about $3 million for <a title=\"\" href=\"https:\/\/www.cdss.ca.gov\/inforesources\/immigration\/immigration-services-funding\" target=\"_blank\" rel=\"noopener\">an initiative<\/a> providing free legal services to immigrants, such as application assistance in <a title=\"\" href=\"https:\/\/www.grants.ca.gov\/grants\/sfy-23-26-immigration-services-funding-program\/\" target=\"_blank\" rel=\"noopener\">\u201ccases seeking immigration remedies,\u201d<\/a> i.e., deportation relief. Since at least 2020, CHIRLA has been granted $3 million <a title=\"\" href=\"https:\/\/www.cdss.ca.gov\/Portals\/9\/Immigration\/FINAL_ADA_FY2020-21_ISF_Award_Announcement.pdf?ver=2021-11-02-082100-197\" target=\"_blank\" rel=\"noopener\">each<\/a> <a title=\"\" href=\"https:\/\/www.cdss.ca.gov\/Portals\/9\/Immigration\/_ADA_FY2021-22_ISF_Award_Announcement.pdf?ver=2022-01-27-141217-217\" target=\"_blank\" rel=\"noopener\">fiscal<\/a> <a title=\"\" href=\"https:\/\/www.cdss.ca.gov\/Portals\/9\/Immigration\/FY2022-23_ISF_Award_Announcement_12_23.pdf?ver=2024-01-18-123509-670\" target=\"_blank\" rel=\"noopener\">year<\/a> through this legal assistance program. <a title=\"\" href=\"https:\/\/data.ca.gov\/dataset\/california-grants-portal-grant-awards-2022-2023\/resource\/86870d5c-e9fa-46f5-8f86-2a9893662ce1\" target=\"_blank\" rel=\"noopener\">In 2022<\/a>, CHIRLA received <a title=\"\" href=\"https:\/\/cdss.ca.gov\/Portals\/9\/Immigration\/FY2022-24_RD_Award_Announcement_Public_ADA.pdf?ver=2023-06-01-091859-137\" target=\"_blank\" rel=\"noopener\">$1.37 million<\/a> from California\u2019s social services department, specifically to provide pro bono defense services in removal proceedings.<\/p>\n<p><a title=\"\" href=\"https:\/\/web.archive.org\/web\/20180903063553\/http:\/\/www.chirla.org\/warriors-for-justice\" target=\"_blank\" rel=\"noopener\">CHIRLA\u2019s deportation defense team<\/a>, nicknamed \u201cWarriors for Justice,\u201d was <a title=\"\" href=\"https:\/\/caimmigrant.org\/wp-content\/uploads\/2021\/12\/LA_Justice_Fund_USC_ERI_03.pdf\" target=\"_blank\" rel=\"noopener\">bankrolled by the Los Angeles Justice Fund<\/a>, a public-private partnership between liberal grantmaking foundations, the city of Los Angeles, and Los Angeles County.<\/p>\n<p>A spokesperson for CHIRLA denied that the group had anything to do with this weekend\u2019s riot-related violence in <a title=\"\" href=\"https:\/\/nypost.com\/2025\/06\/08\/us-news\/some-la-migrant-protests-fueled-by-taxpayer-funded-group-with-dem-ties-another-with-ccp-link\/\" target=\"_blank\" rel=\"noopener\">a statement<\/a> to the <em>New York Post<\/em>. The spokesperson said CHIRLA only organized a press event on Thursday to protest the ICE roundups and had been deploying legal observers to immigration courts and detention centers.<\/p>\n<p>\u201cIf you see ICE in LA, don\u2019t stay silent. Report it to the LA Rapid Response Network,\u201d <a title=\"\" href=\"https:\/\/bsky.app\/profile\/chirla-org.bsky.social\/post\/3lqpx263j5c2x\" target=\"_blank\" rel=\"noopener\">CHIRLA wrote<\/a> last week on Bluesky, the political Left\u2019s alternative to X.<\/p>\n<p>CHIRLA launched the Los Angeles Rapid Response Network to alert organizers to ICE activity in the region. In response to reports of immigration enforcement, LARRN <a title=\"\" href=\"https:\/\/sanfernandosun.com\/2025\/01\/24\/immigrant-rights-groups-launches-rapid-response-network-hotline-in-la\/\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> sends out \u201ccells\u201d composed of immigration lawyers, legal observers, and activist organizers to mobilize counter-efforts against ICE operations.<\/p>\n<p>CHIRLA, which is aiming to raise $65 million in funds for its new headquarters, also <a title=\"\" href=\"https:\/\/www.chirla.org\/get-involved\/donate-support\/give-today\/\" target=\"_blank\" rel=\"noopener\">solicits donations<\/a> online <a title=\"\" href=\"https:\/\/secure.actblue.com\/donate\/coalition-for-humane-immigrant-rights-of-los-angeles--chir-1\" target=\"_blank\" rel=\"noopener\">through ActBlue<\/a>, the Democratic Party\u2019s primary fundraising platform, which is <a title=\"\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3386034\/actblue-democratic-party-fundraising-controversies\/\" target=\"_blank\" rel=\"noopener\">under federal investigation<\/a> for facilitating a number of suspicious foreign transactions.<\/p>\n<p><strong><a title=\"\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3435878\/trump-walks-back-la-insurrection-comment-national-guard-ice-protests\/\" target=\"_blank\" rel=\"noopener\">TRUMP SAYS LA PROTESTS NOT \u2018QUITE AN INSURRECTION\u2019 AFTER EARLIER \u2018PAID INSURRECTIONISTS\u2019 COMMENT<\/a><\/strong><\/p>\n<p>The San Francisco-headquartered Party for Socialism and Liberation, a radical-left political party with well-documented ties to the Chinese Communist Party, is also at the forefront of the resistance against ICE.<\/p>\n<p>PSL leaders are activating followers in other U.S. cities, not just Los Angeles, to appear in the streets and <a title=\"\" href=\"https:\/\/www.instagram.com\/lafire_survivors\/reel\/DKqlTc6RHEp\/\" target=\"_blank\" rel=\"noopener\">intimidate ICE agents<\/a>.<\/p>\n<p>PSL Los Angeles <a title=\"\" href=\"https:\/\/www.instagram.com\/psl_losangeles\/p\/DKoADZ0uzaZ\/?hl=en\" target=\"_blank\" rel=\"noopener\">called for a mass mobilization<\/a> on Sunday in front of City Hall to get \u201cICE Out of LA.\u201d PSL Milwaukee <a title=\"\" href=\"https:\/\/www.instagram.com\/pslmilwaukee\/p\/DKp5cbTOzb0\/\" target=\"_blank\" rel=\"noopener\">convened an \u201cemergency protest\u201d<\/a> in solidarity with Los Angeles. Jessica Solis, an organizer of PSL\u2019s San Antonio arm, which led a parallel protest Sunday, said the more cities and communities that rise against ICE arrests, the more difficult a federal crackdown will become, <a title=\"\" href=\"https:\/\/www.expressnews.com\/news\/article\/ice-protest-downtown-san-antonio-20367072.php\" target=\"_blank\" rel=\"noopener\">according to the <em>San Antonio Express-News<\/em><\/a>.<\/p>\n<p>PSL is a cog in an influence machine. The Network Contagion Research Institute, a watchdog monitoring geopolitical influence, extensively <a title=\"\" href=\"https:\/\/networkcontagion.us\/wp-content\/uploads\/SID4P-Report_May-2024.pdf\" target=\"_blank\" rel=\"noopener\">reported on PSL\u2019s connections to the Chinese Communist Party<\/a> by way of its benefactor: Shanghai-based businessman Neville Roy Singham, a Maoist megadonor known for backing CCP-praising nonprofit groups and media entities that echo pro-Beijing propaganda.<\/p>\n<p>A longtime defender of China\u2019s human rights record, <a title=\"\" href=\"https:\/\/liberationnews.org\/09-10-01-psl-commemorates-60th-anniversar-html\/\" target=\"_blank\" rel=\"noopener\">PSL has hailed<\/a> Mao Zedong\u2019s Chinese Revolution as <a title=\"\" href=\"https:\/\/web.archive.org\/web\/20120905151531\/https:\/\/www2.pslweb.org\/liberationnews\/pages\/for-the-defense-of-china.html\" target=\"_blank\" rel=\"noopener\">\u201ca historic achievement\u201d<\/a> and publicly <a title=\"\" href=\"https:\/\/www.liberationschool.org\/tiananmen-the-massacre-that-wasnt\/\" target=\"_blank\" rel=\"noopener\">denied the 1989 Tiananmen Square massacre<\/a>.<\/p>\n<p>In 2020, several PSL members were charged with rioting, inciting a riot, attempted first-degree kidnapping, and obstructing government operations, among a slew of offenses, for forming a seven-hour blockade outside a police precinct in Aurora, Colorado. According to authorities, the mob blocked doors and adjacent roads. All of the charges were <a title=\"\" href=\"https:\/\/adamsbroomfieldda.org\/blog\/6589\/District-Attorney-Brian-Mason-Announces-the-Dismissal-of-All-Remaining-Charges-Against-Five-Individuals-from-July-3rd--2020-Protest-at-Aurora-Police-District-1-Station\" target=\"_blank\" rel=\"noopener\">dropped<\/a> after <a title=\"\" href=\"https:\/\/www2.pslweb.org\/dropthecharges\" target=\"_blank\" rel=\"noopener\">PSL demanded<\/a> the case\u2019s dismissal.<\/p>\n<p>PSL, which participated in the anti-Israel encampment on Columbia University\u2019s campus, came under fire for its past association with Elias Rodriguez, who is accused of gunning down two Israeli Embassy employees in Washington, D.C.
